How to decide who to invite to your wedding

I think determining your guest list to your wedding is one of the hardest things to do when planning your wedding.  Not only do you have to review your current relationships with your family members, friends and colleagues, you also have to consider your parent’s friends, colleagues, and family members you have never met before.  And this is even more difficult when you are trying to stick to a budget and don’t want to hurt anyone’s feelings.  What do you do???
